At Budget 2012 it was announced that the rules for VAT on road fuel and inviting historic claims in certain circumstances are to be revised. Following that announcement, HMRC has now issued a Technical Note on the planned changes.

HMRC advise that the proposed changes to the RFSC regime outlined in the note aim to maintain the overall benefits of the system. The changes are intended to:-

• bring into legislation the effect of two existing extra statutory concessions
• simplify the legislation and the process for the annual revalorisation of the scale charges
• withdraw one extra statutory concession
• correct a defect in the existing legislation
