The European Parliament published a report on the capabilities of EU Member States in tackling tax avoidance and evasion, and reviews measures taken in response to the Panama Papers. The report finds that all the Member States have taken the Panama Papers leak seriously, and have been proactive in identifying whether their citizens and domestic companies were implicated.

Some Member States found no further action was needed. In some Member States the information confirmed or fed into previous or ongoing investigations. In others, the information could be used to proceed with new avenues for investigation and prosecution.

In analysing the leaked information, the Member States encountered a range of difficulties. Notably, the database was too large to navigate, information was in some cases out of date or incomplete, and the source files from the leaks were never published.
