Social Welfare and Pensions Bill 2007

The Minister for Social and Family Affairs, Mr Brennan, presented the Social Welfare and Pensions Bill 2007 to the Dail on Tuesday 20 February.

Section 37 of the Bill proposes an amendment to the Taxes Consolidation Act 1997 by inserting a new section 1093A dealing with disclosure of certain information to the Minister for Enterprise, Trade and Employment etc, with the corresponding Social Welfare legislative provision included in Section 30 of the Bill.

ICAI in discussion at TALC made it clear that as a general principle, Revenue should not become the default enforcers of Government Policy, as this served only to dilute Revenue's main function as administrators of the Tax System.

From the tax perspective, the key changes to the PRSI system have been known since Budget time in December. These include the increase in the employee PRSI annual ceiling from €46,600 to €48,800, the increase in the employee PRSI weekly threshold from €300 to €339, and the hike in the Health Contribution to 2.5% on amounts over €100,100.
