UK On Line Filing - Substitutes and Errors

We know from last year's survey that members were overwhelmingly opposed to the withdrawal of substitute tax returns in 2008 – please help us take the debate further.

The Working Together E Group survey last year demonstrated that members were overwhelmingly opposed to the withdrawal of substitute tax returns in 2008.

It also highlighted a number of instances in which taxpayers were effectively barred from e-filing, either because of their work (for example MPs or those in the security services), because of FBI functionality issues or for other reasons.

The E Group (which brings together representatives of the ICAEW, CIOT, ICAS, ICAI, ACCA, AAT and ATT) has been in actively engaged in discussions with HMRC on these issues and needs further evidence on these points.

The profession achieved a reversal of the original proposal to change the tax return deadlines last year. By engaging with the Carter Review process and HMRC we have also secured the linking of the enquiry window for both SA and CTSA returns to the actual filing date (as opposed to the statutory date) and the ability to e-file attachments with returns. By continuing to engage, as Lord Carter recommended, we believe that we can continue to influence the shape of HMRC's new e-systems.
