“Revenue Opinions” or “Regional Technical Service”?
ICAI, under the auspices of TALC, have had discussions with Revenue on their proposals in relation to a tax technical service being provided. This has yet to be finalised.
The progressive deterioration of any attempts by Revenue to address technical issues has been to the fore in ICAI representations, particularly over the past eighteen months. Proposed initiatives by Revenue to resolve the real difficulties arising have been delayed on successive occasions. The current plan is now apparently to establish what is being termed a Regional Technical Service. This is to be a service offering comparable to the undertakings already outlined in Tax Briefing 48 of June 2002. The caveats applying are equally heavy, and the main difference between the existing and proposed services is that e-mail can be used. A pilot group has been established to trial the service.
