CCAB-I Pre Finance Bill 2012 Submission

The CCAB-I Pre-Finance Bill submission was made in January and the submission focuses on the pro-business measures as announced in the Budget 2012 statement.

The points in the submission include:

  • In the design of the new Special Assignee Relief Programme, we suggest a salary disregard of 30%, in line with comparable reliefs operating in other EU Member States.
  • We propose that the new Foreign Earnings Deduction for employees involved in marketing to foreign countries be extended beyond the current target countries of Brazil, Russia, India, China and South Africa.
  • We suggest that the new rules in relation to the curtailment of property reliefs take into account the taxpayers commitments in relation to funding the properties.
  • We make a number of recommendations on the structure of a Property Tax, notably that a new Property Tax should reflect the quantum of Stamp Duty already paid on the property.
  • We comment on a proposed structure to allow the benefits of the R&D tax credit to be passed down to employees.

The full submission is published on the Chartered Accountants Ireland website and is available here http://www.charteredaccountants.ie/Documents/Final CCAB-I Pre Finance Bill Submission 2012.pdf
