CCAB-I Pre Finance Bill 2012 Submission
The CCAB-I Pre-Finance Bill submission was made in January and the submission focuses on the pro-business measures as announced in the Budget 2012 statement.
The points in the submission include:
- In the design of the new Special Assignee Relief Programme, we suggest a salary disregard of 30%, in line with comparable reliefs operating in other EU Member States.
- We propose that the new Foreign Earnings Deduction for employees involved in marketing to foreign countries be extended beyond the current target countries of Brazil, Russia, India, China and South Africa.
- We suggest that the new rules in relation to the curtailment of property reliefs take into account the taxpayers commitments in relation to funding the properties.
- We make a number of recommendations on the structure of a Property Tax, notably that a new Property Tax should reflect the quantum of Stamp Duty already paid on the property.
- We comment on a proposed structure to allow the benefits of the R&D tax credit to be passed down to employees.
