Reform of the Appeals Process
Following the announcement by Minister for Finance in his Budget speech to implement changes to the appeals process, consultation on reform of the appeal system, including a reform of the role, functions and structure of the Appeal Commissioners was launched by the Department of Finance. Chartered Accountants Ireland has long stressed the urgency for consultation on reform of the Appeal Process.
The Institute's concerns with the need to modernise the Appeal Process were first expressed at a meeting with Minister Brian Hayes in late 2011 and again in our subsequent submission on the matter. We also made further calls in our Pre-Budget and Pre-Finance Bill submissions, most recently our 2014 Pre-Budget submission (at section 6).
The Consultation Document sets out the intended changes to the existing tax appeals system.
The public consultation will close on 16 January 2014. Chartered Accountants Ireland, as a member of CCAB-I will be responding to this consultation and will report of developments in the next issue of tax.point. In the meantime you can read the full consultation announcement on the Department of Finance website.
