Analysis of High Income Individuals’ Restriction

The analysis of the High Income Individuals’ Restriction, from the office of the Revenue Commissioners, shows that 1,040 individuals were subject to the restriction in 2012 yielding €63.2 million in additional income tax.

The 2012 analysis show that 93 less individuals were subject to the restriction when compared to 2011 and a decrease of €0.39m in the additional yield from the measure.

The full restriction applied to 260 individuals; 218 of individuals in this category had an effective income tax rate band of 30% to 35%. Including USC, these individuals paid on average 40.8% tax.

In 2012, 790 individuals were subject to the restriction on a graduated basis and 226 individuals who would not otherwise have paid income tax in 2012 were brought into the tax net for that year.
