The Department of Finance launched last month a public consultation on the tax treatment of travel and subsistence expenses for employees and office-holders. The consultation will review the tax deduction for travel expenses and reimbursement of such expenses tax-free.

The Minister for Finance suggested a review of the tax treatment of employee expenses during Dáil debates on Finance Bill 2014 at the end of last year.

The area of travel expenses, and the Revenue’s treatment of travel expenses for non-executive directors, has been a focus of our recent discussions with Revenue at the Tax Administration Liaison Committee (TALC).

The consultation document, available on the Department of Finance website, says the review will cover:

  • tax deduction for travel expenses incurred by employees and office-holders and,
  • when travel expenses may be reimbursed free of tax by an employer to an employee or office-holder.

Comments are also invited on related areas which have, in recent times, given rise to differing views on the tax treatment of travel expenses. Submissions are due by close of business 21 August 2015.
