The Tax Environment
This presentation given by Brian Keegan, Director of Taxation at the ICAI, set the scene for the Tax Stream over the two days.
VAT Update
Fresh from his presentation on the proposed changes to VAT on Property at the ICAI Breakfast Briefing, Sean Brodie, VAT partner at PricewaterhouseCoopers provided an update on VAT.
The presentation included consideration of the effect of the changes introduced in the Irish Finance Act 2007.In addition, VAT on residential accommodation in Northern Ireland was also considered. Reverse charges were considered in both jurisdictions.
Incorporating Trades and Professions
This is always a favourite topic, whether advising clients or considering the incorporation of your own practice. Jim O'Hara, who has a number of years experience in this field, went through the various issues, including the most important question of timing – when and when not to incorporate trades and professions.
Practice Succession Planning – the Tax issues
Succession planning is always an important topic for tax practitioners, but none more so than planning your own succession.
Dr Frank Brennan dealt with the income tax and capital gains tax considerations, together with cross border implications.
Revenue Investigations
If we were in China, then 2007 would probably be known as the Year of the Investigations, with the continuation of Revenue investigations in Ireland and commencement of investigations in the UK.
It was opportune to have speakers from Revenue Authorities in Ireland and the UK – Gerry Howard and Mark Leech, to provide an update on the investigations in their respective regions.
IFRS – one year on
The introduction of IFRS for accounting periods beginning on or after 1 January 2005 brought corresponding changes to the tax world.
This presentation by Lorraine Smyth allowed us to catch our combined breaths and take stock of the developments and lessons learnt over the past year.
The Other Tax – Social and National Insurance
This joint presentation by John Bradley and John Beattie considered Social Insurance in Ireland and National Insurance in the United Kingdom.
Current developments in each jurisdiction were considered in the presentations. The problems facing cross-border workers are of serious concern to our members, both North and South, so the presentation specifically dealt with these issues.
International Debates
We were honoured to have the current President of CFE (Confederation Fiscale Europenne), Andrew Clarke, speak on international debates at this years’ conference. Andrew is a Chartered Accountant of many years standing.
Andrew is very well placed to give a European insight into international tax issues from an Irish tax perspective. The presentation considered the importance of Europe; the role of the ECJ, co-ordination of direct tax systems of EU Member States and CCCTB.
ECJ Update
Stephen Dale is a partner in Landwell & Associate in Paris and Chair of the Indirect Committee of FEE (the European Federation of Accountants), so Stephen is very well placed to provide an update on the recent VAT decisions of the ECJ.
There has been much emphasis on direct tax decisions by the ECJ in recent times. This presentation focused on the indirect tax decisions. It was extra ordinary to see the list of VAT decisions which have been given in the past five years or so. The key issues in the more important decisions were considered.
